Today when peasants rise up -- which is happening more and more often -- they are likely to be protesting against the Communist Party of China (CPC) and its local leaders for dispossessing them or doing deals with factory owners who pollute the soil and rivers with impunity. Xi Jinping was concerned enough to go on his rural tour nine months after coming to power, to relaunch the agricultural modernisation plan for what is being called the "new socialist countryside".
