Abstract: Over 25,000 people a year arrive in Canada seeking refugee status. In his 13 stories Showler introduces us to the people involved in this process-the claimants, board members, lawyers, government hearing officers and interpreters. He describes the perplexities of deciding the fate of persons claiming refugee status on the basis of victimization that occurred worlds away. Noting that the process is fraught with dangers-the political controversies that surround some of the cases and the board's own perceptions and sometimes prejudices he outlines reforms that he feels that are needed for the reform of the Refugee Board.
