Critiques of government employment strategies in the urban core/skid row areas.

Abstract:  These two articles written by Bill Bosworth are the result of a small reflection group and a larger consultation focusing on government employment (job creation) strategies and the possible effects on urban core/skid row areas. They were written for those working on urban core issues, church related and others. Included in the articles are (1) a definition of the three basic strategies of government for supplying the poor with the necessities of life - income supplementation, direct services, job creation. (2) outline of overall government employment strategies and the community employment strategy. (3) updates on guaranteed annual income and direct service cutbacks (4) proposed values for an alternative job creation strategy (5) questions and evaluations from a Toronto consultation on the effects of these strategies on the urban core. It was decided that present government job creation strategies will have little effect on marginalized people in the urban core and the alternatives need to be generated.
