Abstract: This paper spells out the dangers facing medicare in Canada. It shows how underfunding, monthly premiums, deterrent and user fees, extra-billing, and privatization are eroding the basis of medicare. It suggests ways of saving and improving medicare, and urges that we look beyond medicare to a more complete health care system.
