 Abstract:  In the period 1984-1988, an upper-income family with an annual household income of $122,000 enjoyed a six per cent reduction of its tax burden. During the same period, a middle-income household with an income of $49,000 faced a ten per cent increase in taxes paid. A working poor household with a $24,000 income witnessed a 44 per cent increase in its tax burden.
