Abstract:  The essays in this book are drawn from speeches and debates at a public inquiry on "The Arctic: Choices for Peace and Security" held in Edmonton in 1989, at which over fifteen hundred participants from five Arctic nations -- Canada, the U.S., the Soviet Union, Norway, and Finland -- looked at the future of the Arctic. The focus of their discussion was peace and security issues, but it was clear to most of the participants that the peace and security are inextricably linked to a whole range of issues affecting the whole planet, including the environment, the future of Native Peoples, and arms limitations. Some of the contributions suffer from bureaucratese, inescapable perhaps in contributions from diplomats and military personnel, but many raise important issues and make valuable suggestions, with the question of the militarization or demilitarization of the Arctic being a key theme.
